New Safeguard Clauses – METAL AND POUR

Tecnica Tre is closely monitoring developments regarding the new safeguard measures that the European Union will adopt starting from July 1, 2026.
According to the latest draft versions in circulation, the Commission has introduced significant changes compared to previous versions.
In particular, the entry into force of the article identifying the country of origin as that of “melting and pouring” of steel/iron has been postponed by two years.
The intention to reduce quotas by 47% remains, along with increasing the quota from the current 25% to 50%.
In the new text, the Commission has also introduced an article that would allow the regulation to prevail over existing free trade agreements between the EU and certain non-EU countries. This could result in an increase in the number of countries subject to safeguard measures compared to those currently listed.
Tecnica Tre, in constant contact with the relevant institutions, will continue to monitor these developments with the attention they deserve until their final implementation.
